THREAD 1 — pilot selection is now data-driven and mostly mechanical: close pipeline gates → run the documented shortlist query ($0 AUDIT; 155-member eligible pool, party-balanced) → judgment pass with defensibility notes → targeted verification of shortlisted members only → lock config/pilot-members.json (10–15, bipartisan). Seed candidates by absolute growth: Peters (D-CA), DelBene (D-WA), Schneider (D-IL), Meuser (R-PA), Ron Johnson (R-WI); by multiple: Zinke (R-MT ×32), Newhouse (R-WA), Timmons (R-SC), Lieu (D-CA), Vargas (D-CA).

THREAD 2 — report card + pilot pages: two-level card (crude headline over an explanation ladder), caveats first-class, PDF click-throughs on every claim; hand-assembled template-shaped pages against the API (WebBuilder generalization decided AFTER the pilot teaches us the template). Deploy: stage VPN-only dev; public launch hard-gated on counsel review, corrections workflow, prod audit, domain cutover (your existing tasks).

OWNER DECISIONS PENDING (everything else can proceed without you):
1. Materiality floor value (config/materiality.json — recommendation on file: range floor ≥ $15,001).
2. Taxonomy v2 activation go/no-go (drafted + validated; freeze is owner-gated).
3. Pilot judgment pass + final lock (T1.2/T1.4).
4. Card design sign-off on the static mock before renderer build (B3).
